KUALA LUMPUR: After trying many times and failing to get loans to expand his cow farm, A. Jayakumar was about to give up when he heard about the Special Secretariat for Empowerment of Indian Entrepreneurs (SEED) on the radio.
"Until now, I do not know why the banks rejected my application. I was only told that I did not qualify although I have been in business for 20 years," said the farm owner.
