MILF wants role of IMT in Mindanao expanded

JOHOR BARU: The Moro Islamic Liberation Front (MILF) wants the role of the Malaysia-led International Monitoring Team (IMT) in Mindanao, southern Philippines to be retained and expanded.

Its chairman Al-Haj Murad Ebrahim said the role of IMT could be expanded from monitoring the ceasefire on the ground to the implementation of humanitarian as well as rehabilitation programmes.

"At this point of time, their (IMT) mandate is to monitor the implementation of the ceasefire, so from that monitoring mandate, we can include also the implementation of humanitarian and rehabilitation programmes, as they could also be useful in that aspect," he said.

Al-Haj Murad said this during an exclusive interview with Bernama Sunday while attending the recently-concluded 8th World Islamic Economic Forum (WIEF) here.

The MILF and the Philippine government successfully inked a framework agreement, ending a long running conflict between both parties which claimed thousands of life and left the resource-rich Mindanao region impoverish.

The framework agreement between MILF and Manila was brokered by Malaysia and signed at the Malacanang Palace on Oct 15, witnessed by the Prime Minister Datuk Seri Najib Tun Razak and President Benigno Aquino III.

According to Al-Haj Murad, besides monitoring the implementation of humanitarian and rehabilitation programmes under the expanded role of IMT, MILF also foresaw other roles for the non-armed team.

"Later on, they (IMT) can be turned into a third party monitoring group that will oversee the existing agreement during the transition period," he said.

The MILF chief wanted the IMT, which he described has been effective in sustaining the peaceful situation on the ground, to prolong its stay in Mindanao with an enlarged role.

The IMT was established in 2004 to monitor the ceasefire agreement between the MILF and the Philippine government.

Besides Malaysia, other countries that are also involved with the IMT are Brunei, Indonesia, Japan, Norway and the European Union and assisted by various governments and non-government agencies, both locally and internationally. - Bernama
