GEORGE TOWN: The Kedah Government can request Penang to pay for the raw water drawn from Sungai Muda but Penang is not likely to pay, said a Penang state executive council member.
Lim Hock Seng, who is state public works, utility and transportation committee chairman, said Penang would not agree to such a deal although Kedah had the right to plan and propose the payment.
