KOTA BARU: The state government will convene a special assembly sitting to determine the allowance for life to be received by Tuanku Ismail Petra Almarhum Sultan Yahya Petra.

State Secretary Datuk Mohd Aiseri Alias said the assembly sitting would be held before the end of the month under Article 23A of the Kelantan State Constitution (Section Two).

He also refuted the reported statement by a member of the State Succession Council, Datuk Shukri Mohamed, that the addressing of Tuanku (for Sultan Ismail) had been dropped.

“He (Shukri) has strongly denied making the statement as reported, and has written to the newspaper concerned asking it to withdraw the report, and has also lodged a police report on the matter,” Mohd Aiseri told a press conference.

Instead, Mohd Aiseri said the title “Kebawah Duli Yang Maha Mulia Sultan Kelantan” would be replaced with “Duli Yang Maha Mulia Sultan” after Tuanku Ismail was no longer the Sultan of Kelantan.

He asked that all quarters observe this to avoid confusion.

According to him, with the amendment to Article 23A of the state Constitution on Sept 2, Article 23(A)(a) states that when the sultan has been replaced under Article (1), he is no longer regarded as the ruler and has withdrawn his rights and claims as one.

However, the former sultan is entitled to an allowance for life from the Consolidated Fund to be determined by the State Legislative Assembly.

Mohd Aiseri said the allowance should not be less than half of that received for his living expenses when he was the reigning sultan. —Bernama
