KOTA BARU: The RM20mil compassionate payment to Kelantan will focus on programmes to help the poor, Kelantan Umno Liaison chairman Datuk Seri Mustapa Mohamed said.
Compared with federal allocation to Kelantan under the Ninth Malaysian Plan, which was RM7.5 billion, the compassion payment was a small sum and must be targetted.
