SINGAPORE: Asean has decided to go ahead with the implementation of the Asean Charter despite three member countries having yet to ratify it.
Singapore Prime Minister Lee Hsien Loong said Asean would start working on two key areas in the charter the dispute settlement mechanism and the human rights body.
