SULTAN of Perak Sultan Azlan Muhibbuddin Shah, who celebrates his 79th birthday today, has never been a Ruler who is silent on matters close to the heart of Malaysians.  

In his over 20 years as the 34th Sultan of Perak, the silver-haired Ruler would often grace a function and broach issues as diverse as corruption, the need for efficiency in the public service sector, the preservation of the environment and the independence of the judiciary.
