KUALA LUMPUR: Restaurant operators, especially an estimated 2,000 mamak and nasi kandar owners, have been identified as the biggest culprits for failing to provide insurance coverage to their foreign workers.
They are now the focus of the Human Resource Ministry’s enforcement efforts.
