Have proper guidelines for foreign students first

JOHOR BARU: Proper guidelines should be drawn up before foreign students can be allowed to study at local universities, said MCA Youth. 

The guidelines should state clearly the country of origin of the students, its education bureau chairman Dr Wee Ka Siong said, adding the wing was not against foreigners studying here.
