  • Build a knowledge-based economy 

    * Encourage creativity and innovation* Focus on areas with competitive edge* Focus on human capital development* Engage in value adding and capacity building* Encourage research and development, mastery of science and technology, knowledge and skills 

  • Strengthen basics and fundamentals of the economy and explore new growth sources 

    * Stimulate agriculture sector through biotechnology and modern techniques* Enhance manufacturing through investment in hi-tech industries* Strengthen services sector, especially tourism, education, healthcare, Islamic finance and halal food production 

  • Improve further public sector delivery system 

    * Match delivery system efficiency and speed with developed countries* Abolish excessive bureaucracy 

  • Enhance integrity and eradicate corruption for every sector and grouping 

  • Improve housing, healthcare, education and infrastructure development 

  • Eradicate hardcore poverty 

  • Reduce income gap 

    * Reduce the income gap between Malays and non-Malays, amongst Malays, between low income earners and the middle class, and the urban and rural populations, and different regions* Allocate appropriately for rural development by providing basic transportation and communications* Diversify and increase production capacity and marketing capability in rural areas 

  • Ensure human resource capacity building and enhancement 

    * Graduates must be prepared to be self-employed* Training and education courses must be relevant to current human resource needs 

  • Build a stable, united, peaceful and prosperous nation 

    * Economic and social programmes must reflect just and fair consideration for all communities* Investment climate must foster confidence among investors
