1. Make compliance with prescribed laws and human rights one of the three top priorities for the police force.- To transform the police force from one that uses extraordinary emergency laws too easily at the expense of the rights of suspects (such as long remand periods) to one that is sensitive and respectful of the rights of individuals. 

2. Launch a human rights education and information initiative in the police force.- All senior police force personnel at the Federal, Contingent, Formation and District levels should attend intensive seminars on human rights and policing.- Strong human rights components should be introduced into police training programmes for new recruits and existing officers in all police training institutions.
