Investigating officers must stop practicing "arrest first, investigate later" as it could give the police force a bad image or lead to the wrongful detention of innocent persons.
The commission says the police had not acted upon reasonable grounds when arresting suspects in a wide spectrum of cases ranging from assault, murder, breach of copyright and drug trafficking.
