KUALA LUMPUR: Do you want a dog? You will have to learn to handle the animal first before you can get a dog licence.
At least five municipal councils in Selangor – Subang Jaya, Klang, Shah Alam, Kajang and Selayang – will implement a “Meaningful Licence and Canine Citizen Relationship Programme” for owners of pet dogs before the end of the year.
