PETALING JAYA: The instant payment of the RM300 fine for reckless driving has generated a storm of controversy, with the public voicing their dissatisfaction and a lawyer saying that motorists cannot be compelled to settle summonses on the spot and that the move was illegal.

Bar Council chairman Khutubul Zaman Bukhari said all summonses contained a provision that required the offender to settle the compound within a given timeframe, failing which the case would be referred to the court.
