Penalty for sex offenders to be reviewed

A SPECIAL committee has been set up to get public feedback on punishment for sex offenders under the Penal Code Bill and the Criminal Procedure Code Bill. 

The House approved a motion by Minister in the Prime Minister’s Department Datuk Mohd Radzi Sheikh Ahmad seeking permission for the committee to get public views before it reviewed proposed amendments to the Bills. 

“We would like to urge the public to play an active role in giving views and proposals to the committee so as to help tighten the provisions under the Bills,” Radzi said when tabling the motion. 

The committee is required to prepare a report to be tabled during the second meeting of the 11th Parliament session next year or earlier than that. 

The House also endorsed the appointments of Radzi as the committee chairman and six other members – Datuk Wan Junaidi Tuanku Jaafar (BN – Santubong), S.K. Devamany (BN – Cameron Highlands), Tan Ah Heng (BN – Gelang Patah), Donald Peter Mojuntin (BN – Penampang), Che Min Che Ahmad (BN – Pasir Puteh) and Teresa Kok (DAP – Seputeh). 

Proposed amendments to the Criminal Procedure Code under the Bill include Section 376 to increase punishment for male offenders who are over 50 years old to imprisonment of not less than 15 years and not more than 30 years. 

The Penal Code Bill seeks to introduce a new section whereby a person will have committed an offence if he introduced an object into the vagina or anus of another person. 

In the Dewan, when debating the motion, opposition leader Lim Kit Siang said the DAP should have been consulted on the appointment of Kok as a committee member. 

Datuk Kamarudin Jaffar (PAS – Tumpat) proposed that PAS be represented on the committee and experts be involved in the activities carried out by the committee. 

Later, when speaking to reporters, Radzi said the police could be penalised if they failed to provide a status report on investigations requested by the public following the proposed amendments.
