KUALA LUMPUR: When T. Balu, was admitted to hospital almost two years ago after complaining of chest discomfort and shortness of breath, little did he know that he would be diagnosed with heart disease, diabetes and acute renal failure. 

As a result, the 43-year-old sole breadwinner was forced to give up his job as a construction worker and he and his wife, Mary Atna, 38, had to resort to their savings and family members to support his medical needs.
