PENANG: The state government has likened itself to a “rape victim” in the counterfeit government cheque scam recently and said it should not be blamed for the incident.
Chief Minister Tan Sri Dr Koh Tsu Koon said it was unfair for opposition assemblymen to slam the state over the incident or allege that there was a cover-up.
