MALACCA: Muslims who are caught for khalwat (closes proximity) should not be kept in a prison because they are not criminals, said Human Rights Commission of Malaysia (Suhakam) Commissioner Datuk Mohd Hamdan Adnan.
These people should be separated and the Islamic Religious Affairs Department should have its own detention centres, he said.
