DATUK Dr Siti Hamisah Tapsir is the new Energy, Science, Technology, Environment and Climate Change Ministry (Mestecc) secretary-general.

The Higher Education director-general’s new appointment took effect on Nov 29.

She replaces Datuk Seri Dr Azhar Yahaya. who retired on Nov 6 after serving at the ministry since it was set up on July 16 last year.

Siti Hamisah completed her Diploma in Civil Engineering in Institut Teknologi Mara (now known as Universiti Teknologi Mara) before obtaining her Bachelor of Science in Civil Engineering in New England College in the United States. She then worked in the Public Works Department.

She subsequently completed a Master’s degree in Civil Engineering at the University of Massachusetts at Lowell before obtaining a PhD in Engineering from the University of Leeds in 1994.

She started her career as a lecturer at Universiti Teknologi Malaysia (UTM) in 1987 before being made dean, and subsequently deputy vice-chancellor in charge of academic matters and internationalisation, in 2006.

Over three decades in higher education saw her taking on the role as Higher Education Ministry director-general in 2017.

With Siti Hamisah’s appointment, Mestecc is now lead by three women with engineering backgrounds.

Mestecc minister Yeo Bee Yin has a Master’s in Philosophy in Advanced Chemical Engineering from Cambridge University, while her deputy, Isnaraissah Munirah Majilis is an electrical engineer by training and is in the midst of completing her Master of Engineering in oil and gas at Universiti Malaysia Sabah.

Mestecc, which is a merger of the Ministry of Science, Technology and Information (Mosti), Energy, Green Technology and Water Ministry (KeTTHA) and Natural Resources and Environment Ministry (NRE) portfolios, is confident that Siti Hamisah will help raise the country’s science and technology agenda to a higher level, in line with the country’s vision of energy and environmental sustainability, it said in a statement.
