13 or 14 states?

MY daughter is in Year One. In her recent test, one of the questions in the Moral Education test paper was: “How many states are there in Malaysia?” She answered 14 states but was marked wrong. According to the teacher, the correct answer is 13 states as Wilayah Persekutuan is not a state as stated in the textbook.  

I checked with some of the secondary students from smart schools. Some of them said the answer is 13 and others 14.
