What makes a university college?

IT IS most colleges' aspiration to be upgraded to a university college. But ask them what it means and how will this change of status will benefit them, their response is likely to be a shrug. 

Sadly, the response from the Education Ministry is not much better either since it can only offer a very general guideline and no clear definitions.
