THE flashflood in Jalan Faraday at Kampung Pisang Awak, Penang, on Saturday was due to human negligence.
Penang Municipal Council (MPPP) secretary Ang Aing Thye said the preliminary report showed that the drains near the village were blocked by debris from the demolition of squatter homes for a housing project.
