A PROGRAMME is being drawn up to tackle the stray dog menace in Seberang Prai.
The Seberang Prai Municipal Council is working with non-governmental organisations comprising the Seberang Prai Society For The Prevention Of Cruelty To Animals (SPCA), Save Our Strays Penang and Mercy Group Prai.
