What are the challenges when dealing with Kuala Lumpur residents, as opposed to those in Putrajaya?

Tengku Adnan (TA): Kuala Lumpur is an older city and it is saddled with issues such as cleanliness because of the increasing population; housing problems, particularly for those from the low-income group; and traffic congestion as well as parking woes. While the situation is not as critical in Putrajaya as it is a planned city, the key concern is that of affordable housing for civil servants.
