GEORGE TOWN: Penang DAP chairman Chow Kon Yeow will not apologise to former Penang Municipal Council (MPPP) president Datuk Tan Gim Hwa.
Earlier, Chow had alleged that Gim Hwa had apparently approved the sale of council land at below its valuation price when the latter was president.
