POOR location and design have been blamed as the reasons the three food complexes failed to meet the Penang Municipal Council’s (MPPP) objectives as reported in the Auditor-General’s Report 2011.
The report also said a total of 1,098 or 25% of the lots provided in food complexes and markets had not been rented out.
