GEORGE TOWN: A state executive councillor believes there is a conspiracy between the Health Ministry and the state Barisan Nasional to plot the downfall of Pakatan Rakyat in Penang.
This follows a revelation by Penang Barisan chairman Teng Chang Yeow that he had received an SMS from a Health Ministry official that a proposal for a private hospital had been approved.
