Fined by MBPJ for using black garbage bags

I live in SS2 in Petaling Jaya and am one of the residents in the area who was slapped with a RM100 summon from the Petaling Jaya City Council (MBPJ) recently for not using a garbage bin to dispose of household garbage.  

What angers us is that for the past decade or so, we have been properly bagging our garbage in black disposable garbage bags and leaving them outside by our gates for the garbage men to pick on their collection days. 

All this time, MBPJ have had no issues with that mode of garbage disposal so long as the garbage was placed in black garbage bags, and no garbage spilled onto the street. 

Why is there a sudden new ruling? And why wasn’t there any prior notice informing us that it is compulsory to use garbage bins before the summons were issued? 

If MBPJ suddenly wants to play catch-up on their lack of enforcement over the past 10 years or so, they should at least have the courtesy and professionalism to notify all PJ residents of this ‘new’ ruling before they start issuing summonses.  

Slapping us with a summon from out of the blue, without prior notification of enforcement, is certainly not acceptable.
