PENANG: There are so far no known cases of Penang Municipal Councillors building homes without submitting proper plans.
Penang Municipal Council president Datuk Abu Bakar Hassan said there were cases of penalty being imposed for failure to submit plans prior to construction but none of the cases involved councillors.
