The Seberang Prai Municipal Council should create special zones for entertainment outlets instead of banning the issuance of new entertainment licenses.
Penang Domestic Trade and Consumer Affairs Committee chairman Lau Chiek Tuan said the police could keep closer tabs on the outlets if they were located in designated zones.
