PENANG: The standard of written English and Bahasa Malaysia among Malaysians is declining, a state executive councillor said.
State Economic Planning, Education and Human Resource, Science, Technology and Innovation Committee chairman Datuk Dr Toh Kin Woon said he made the observation based on letters he had received over the years.
