A 21-YEAR-OLD college graduate and a 16-year old school dropout were among seven VCD tontos nabbed by Penang Domestic Trade and Consumer Affairs Ministry's enforcement unit during an operation last week.
Unit state chief Fahmi Kassim said the graduate had an advanced diploma in Information Technology (IT) from a local college.
