TO improve revenue collection, Subang Jaya City Council’s (MBSJ) i-Sekat system now requires residents and businesses to settle outstanding dues before accessing council services.
This centralised verification system blocks transactions like business permit applications and facility bookings for those with unpaid assessment taxes, traffic fines and other arrears, said Subang Jaya mayor Datuk Amirul Azizan Abd Rahim (pic).
“All arrears must be settled before customers can proceed with council-related transactions,” he said in a statement.
Amirul Azizan said i-Sekat, initially launched in May 2023 for assessment tax arrears, would be expanded to include traffic and other compounds.
The system will soon encompass rental arrears as well.
“The system’s objectives include increasing arrears collection, preventing abuse of council services and facilities, improving service management efficiency as well as ensuring fairness and transparency in council administration,” Amirul Azizan said.
“Through implementation of i-Sekat, MBSJ is able to enhance the effectiveness of its revenue management and strengthen the efficiency of its service delivery system.”
He added that the updated system had been integrated with MBSJ’s Ezy Pay portal since Feb 17.
Users will have to first verify their financial status.
They will then receive an i-Sekat notification of their status, which ranged from blocked and need to fully settle all outstanding payments before proceeding with any transactions, to no restrictions and can proceed with transactions as usual.
They could also be granted a temporary release after settling part of their arrears through an approved appeal process.
“Customers must print and submit the i-Sekat slip as a reference document when conducting transactions at MBSJ’s counters,” said Amirul Azizan.
