FOREIGN delegations in George Town for the three-day Asean Defence Ministers Meeting (ADMM) retreat just could not get enough of Penang’s food, its sandy beaches and its people.

Czarina Mortega, 32, a public relations officer with the Philippines’ defense ministry, has fallen in love with nasi kandar.
