STIFFER penalties are being drawn up against groups and individuals who promote illegal Muslim marriage ceremonies, says Selangor Islamic and cultural innovation committee chairman Dr Mohammad Fahmi Ngah.

He said the Selangor Islamic Religious Department (Jais) was working on a legal framework for the harsher punishment.
