PERCHED precariously on a ledge about 15ft (4.5m) above ground at a people’s housing project (PPR) in Kuala Lumpur, Pawan (not his real name) scraped off dried food consisting of rice, vegetables and fruits as well as sanitary pads and diapers with a shovel into a large waste bin below.

He almost slipped as the ledge was coated in oil and grease.
