THE Penang Island City Council (MBPP) is calling a Request for Proposal (RFP) to plan, build and manage a market complex alongside an affordable housing project at Lot 908 in Jalan Teluk Kumbar, Bayan Lepas.
The RFP offers a 99-year lease from the council on the 1.76ha lot.
