Council to issue temporary licences to help them survive

TEMPORARY licences will be issued to small business operators to set up shop outside residential compounds on the Penang mainland.

Seberang Prai City Council (MBSP) mayor Datuk Rozali Mohamud said there were 318 businesses being carried out on private premises without approval from MBSP.

“The business premises are used to operate small-scale businesses like food stalls, sundry stores and barber shops.

“Most of these building structures are temporary with complete utilities like water and electricity.

“Given that these small-scale businesses do not pose a significant risk or impact to the environment and do not cause a nuisance, the council has prepared guidelines for temporary permits for the construction of these businesses,” he said.

Rozali was speaking at a press conference after chairing a virtual full council meeting on Tuesday.

He said the guidelines were in accordance with Section 19 (2) of the Uniform Building By-Laws 1986.

Under the section, a temporary permit may be issued at the discretion of the local authority to erect a temporary building which shall be subject to all or part of the conditions specified in the first schedule of the by-laws.

He added that the decision to issue temporary permits for these businesses during this period was a way to help the operators survive during the ongoing Covid-19 pandemic.

“These businesses are allowed to continue operations without having to apply for planning permission for their illegal structures.

“The business owners need only to apply for the temporary permits and submit a sketch of the location of their business premises and the size of the stall or shop.

“After obtaining the temporary permits, the business owners will need to apply for MBSP business licences too.”

On a separate matter, the council is organising an online quiz competition on strata issues to give participants more exposure on the legislation and management of stratified residences.

“The Strata Kids 2021 online quiz competition is open to all secondary school students in Seberang Prai and students have to register themselves before answering the quiz.

“Series One of the quiz is for Form One to Form Three students whereas Series Two of the quiz is for those in Form Four and Form Five.

“The quiz for Series One will take place between Aug 3 and Aug 8.

“For Series Two, students will have to answer the quiz between Aug 17 and Aug 22,” he said.
