PENANG deserves to be included under Phase Two of the National Recovery Plan (NRP), said Yang di-Pertua Negri Tun Ahmad Fuzi Abdul Razak.
He said Penang not only fulfilled the criteria as required by the Federal Government but had been successful in getting its people vaccinated.
