PENANG MCA has urged the state government to regularly clean and upgrade major ditches besides setting up action teams to identify the main causes of floods, especially in flood-prone areas and villages.

Vale of Tempe MCA branch chairman Joseph Lim Jin Seng said mitigation plans should take into account changes in rainfall, population and increase in developments in surrounding areas.
