IN an effort to realise its gender equality vision, the Penang government is introducing a ‘Top-Up Women Only Additional Seats’ (Twoas) initiative for its state legislative assembly in the case where less than 30% female representatives are elected.
The initiative aimed to ensure a minimum of 30% female representation in the Penang State Legislative Assembly.
