THE owner of a padi field on mainland Penang got into trouble when he illegally filled it up with earth for a development project.

Seberang Prai City Council (MBSP) enforcers swooped down on the illegal earthworks and seized a tipper truck and back pusher working on the 0.4ha field in Kampung Tok Bedu, Kepala Batas.
