THE huge pile of old rusty bicycles in front of Sri Murni Apartment Phase 1 in Taman Sri Murni, Kuala Lumpur, is testament to the issues that the residents have been facing there with their tenants.

The bicycles had been abandoned by the previous tenants, the majority of whom were foreigners working in and around the area.
