RETIREE Melvin Low, 64, was glad to have settled his assessment tax in full with the Penang Island City Council (MBPP) as he walked away with a smart television set in a lucky draw contest.

“I usually pay my assessment tax twice a year. As I was about to make the payment, I was told about the contest and decided to try my luck.
