CITY and municipal drains in some parts of Selangor are clogged with single-use plastics, water bottles, dried leaves and silt that impede the flow of water.
With drains choked up with rubbish, the tendency for back flow to occur is high and this results in flash floods that inadvertently puts ratepayers at an inconvenience.
