RESIDENTS staying in Jalan Sungai Dua on Penang island are up in arms over the delay of the RM4.4mil Sungai Dua flood mitigation project which started in 2015.

Golden Phoenix restaurant owner Emily Lim said her outlet suffered damage due to the project to widen the culvert.
