CONSTRUCTION of the new SJK (T) Ladang Byram building in Nibong Tebal will start by year-end, said Penang Tamil Schools Special Committee chairman Datuk Dr K. Anbalakan.
He said the committee was in the process of submitting the building plans to the Seberang Prai Municipal Council.
