THE Penang government got ticked off for failing to arrange for “good and comfortable” settlements for foreign workers.

Datuk Shah Headan Ayoob Hussain Shah (BN-Telok Bahang) faulted the state administration for being unable to cater for this while blaming the Federal Government for various foreign worker issues.
