PENANG’S surplus budgets, which were initially projected as deficit budgets, were part of a ‘populist budget game’, said a Barisan Nasional assemblyman.

Datuk Shah Headan Ayoob Hussain Shah (BN-Telok Bahang) said the Chief Minister claimed the reason was due to a clean leadership under the CAT (competency, accountability and transparency) governance.
