URBAN Wellbeing, Housing and Local Government minister Tan Sri Noh Omar has already devised a well laid-out plan to lift residents of PPR Taman Putra Damai out of their misery.

The idea to upgrade the dilapidated flats was his brainchild and was one of the first issues he raised as soon as he was appointed as minister in June this year.
